And historically, our kids do well at whatever school they attend.

 I do believe this is a new entitlement program. It doesn't offer parents any new choice; it simply says who will pay for that choice.

 For years the urban poor, mainly minorities, have been the victims of a failed school system. Pumping billions of dollars into that same system has not and will not fix the problem. What will is giving those parents real choice, the opportunity to send their child to a school that will actually educate their child.

 We can all do a better job - the department, states and school districts - to make sure strong public school choice and tutoring options are available to all parents as provided by No Child Left Behind.

 We pay to take it. We like to take it to see how we're doing and especially for parents who are making a choice. We want quality results. It's also a choice of the school staff.

 The bottom line for us is wanting to assure that parents who want to place their kids in a school in their neighborhood can do so, and at the same time allow for choice for other parents. That's what we're trying to accommodate here. We've looked at data, we've gone back and forth. We've been in transition for two years. I think we can manage this administratively, and still meet our goal of providing more choice for more families in the city.

 To me, it looks like an opportunity for school choice. I'd also like to see a pilot program to allow true school choice ? vouchers.

 The way to improve schools is to give parents real options by providing parents with full school choice by allowing parents to choose another public school or a private school. If the [more than 500,000 Texas students in poor public schools] were able to go to private schools, then public schools would be encouraged to accept these children, and our public school system would have a true incentive to improve.

 It gives no more choice or control to parents, but it takes away the choice of millions of adults who enjoy watching Playboy-TV before 10 o'clock at night,
