This common sense legislation will end this practice and ensure that public safety is back in the hands of those who are trained and experienced in protecting the public.

 Never has the need for an independent and thorough investigation into the government failures surrounding Hurricane Katrina been more plainly demonstrated than today. Two Republican investigations into Katrina have been completed. Two reports have been issued. It is now apparent that both have only scratched the surface. This administration has a lot to answer for, and America must learn the truth.

 The lesson from Hurricane Katrina was communication, communication, communication, ... Public safety has to be a priority. Then we can go to constituents and start talking about investments that have to be made in upgrading the networks.

 Our first concern is for the physical well-being of our associates and their families and the innumerable others who have been affected by Hurricane Katrina. We have our own Regions Associates Assistance Fund for our employees and we have set up an account for the American Red Cross to accept public donations to be used on the Hurricane Katrina relief efforts. Our thoughts and prayers are with all of those who are suffering during this tragic natural disaster.

 In the environment we're in right now with tight federal budgets and the demands of responding to Hurricane Katrina, it is particularly disturbing to learn that a federal agency is not being a more careful steward of the taxpayers' dollars. There's also a waste of fuel here, too.

 On issue after issue, the Bush Administration has put the interests of its corporate cronies ahead of protecting the safety and security of America's working families. The Republican culture of corruption continues to have real costs for America's working families. Instead of protecting their corporate cronies, Republicans in Washington should join Democrats in fighting to put the safety of the American people first by restoring honest leadership and open government, enforcing workplace safety rules, and ending the outsourcing of our national security.

 We are committed to doing everything in our power to meet the immediate needs of those directly affected by Hurricane Katrina. By utilizing the resources of the Strategic Petroleum Reserve, we will help minimize any potential supply disruptions as a result of the hurricane,
