 There is a growing frustration among the public and members of Congress with this blatant disregard for a law overwhelmingly passed by the Congress and signed into law by the President. The U.S. Congress clearly responded to the American public's demand for an end to slaughter and the USDA is choosing to violate this act to shelter three foreign-owned slaughterhouses.

 We must also increase the USDA surveillance program, which is testing just one percent of all animals slaughtered in the United States. We think USDA should be testing all animals over 20 months at slaughter. But at a minimum, USDA should test all high-risk cattle, and all cattle from Western Canada, from the Pacific Northwest and from Texas, where cases have been identified.

We think USDA should be testing all animals over 20 months at slaughter.  Ours simply complements what USDA has done. I think what USDA is doing is great, but the private sector needs to step up and help USDA spread its message.

 There are also a number of other agencies involved - the New York DEC, the USDA Nature Resource Conservation Service and the USDA Farm Services Agency, the Soil and Water Conservation Districts and the Future Forests group out of DEC Region 8. Without the cooperation of all of these groups, an event such as this wouldn't be possible.

 We are sitting around anxiously awaiting a decision from the judge. We are obviously disappointed by the USDA's action. The language was clear. But the amendment also was not the ultimate goal. It would have stopped horse slaughter only a short time.

 Given the industry's reliance on trucks as the primary means of transporting farm animals, the USDA's failure to apply the Twenty-Eight Hour Law to trucks renders the act virtually useless, ... Transporting farm animals for 28 or more hours without rest, food, or water is clearly inhumane, and the USDA's failure to place any time limit whatsoever on truck transport is indefensible. If the USDA doesn't understand the definition of 'truck,' we would be happy to send over a dictionary.

 I hope that the next time the USDA brings this up they take into account the American farmer and actually consult with Congress.

 I am very concerned about the actions of USDA to close beef processing plants in Montana. The timing of this action is disturbing. We hope USDA is not taking this action in retribution for MCA, R-CALF USA and Governor Schweitzer's recent actions to protect the Montana cow herd from Canadian bovine spongiform encephalopathy (BSE). Governor Schweitzer purchased a 4-H pig during the Lewis and Clark County Fair, and that carcass is hanging at the Butte plant targeted for closure by USDA.
