 I don't think it's a crisis but if it operates the way it has, it probably means if an Iraqi political system does take hold, you will see a government by back-room deal.

 It's impossible for the government to hold on now. There were too many people in the streets ... The government will have to get out of this crisis by suspending the CPE.

 This deal does two things. It gives us some cap room, and it solves what really is almost a crisis right now. We had set aside, as many teams did, a reserve of about a million and a half dollars to deal with injuries. That was inadequate.

 The question is can this crisis also be an opportunity for bringing some Iraqi political leaders to their senses and encouraging cooperation. In a logical world that may be the case, but this is the Middle East.
