 To be frank, there is a difference in recognition between North Korea and the other countries. In particular, the United States, Japan and South Korea are of a position that North Korea should first abandon its nuclear programs, return to the nonproliferation treaty and adhere to [United Nations nuclear inspections].  These horrible e-mails, just horrible, ...
