People have all sorts of reasons that they live in poverty, and pulling yourself up by your bootstraps isn't always an option. It's too often that we sweep something away when we come upon something better. We need to remember that the person struggling to get by has value too.

 To say that a person would be allowed to barbecue two different dogs, two different occasions and not have the penalty, I don't consider that an acceptable option for a bill.
