The hardware IP initiative is definitely a good step forward for consumers. I think it will get the ball rolling to see what else Microsoft may do in terms of licensing IP.

It seems to me very difficult to implement this legislation at a European-wide level because it would take too big of a bite into Apple's business. Right now, Apple's is the leading model in terms of digital music.

I don't think Microsoft plans on ceding this market to Apple or anyone else at this point in time. What that means in terms of tactical solutions, it's too early to tell. They're probably considering any number of different options.
