 I have the feeling that North Korea will not flatly reject the proposal, since it would not hurt the North to establish a framework for solving problems with Japan.

 The problem is, we've been down that road before. The 1994 agreed framework was the road that we went down before. It was a bilateral approach between the U.S. and North Korea. North Korea violated that agreement and continued to pursue nuclear weapons.

 Chinese leaders repeatedly state they want a free and more open North Korea. China is trying to help the North out of a bad situation. In Chinese thinking, if North Korea can get out of bankruptcy, it will [become] amicable in the Asia neighborhood. China is trying to do business with North Korea ... we are not in a hurry to resolve the nuclear issue.

 To be frank, there is a difference in recognition between North Korea and the other countries. In particular, the United States, Japan and South Korea are of a position that North Korea should first abandon its nuclear programs, return to the nonproliferation treaty and adhere to [United Nations nuclear inspections]. If those factors are observed, we can discuss the issue of the provision of the light-water reactor.

 We're not going to provide any quid pro quos for North Korea to live up to its existing obligations. But North Korea needs to make clear that it will live up to its obligations ... and we are willing to talk about how North Korea can do that.

 Although North Korea's position differs (from Tokyo's), Japan's basic stance remains unchanged ? to seek sincere responses from the North Korean side to resolve the abduction and nuclear issues,

 Participants will have to tackle a number of issues, such as the dismantling of North Korea (Democratic People's Republic of Korea)'s nuclear weapons program, economic aid and normalization of diplomatic relations, before addressing the construction of new light-water reactors in North Korea,

 Japan through cooperation and coordination with South Korea and United States would like to work on the normalization of relations with North Korea,

 North Korea today faces a choice, ... If North Korea wants to have a brighter future, it needs to fundamentally shift the way it operates at home and abroad.
