 It is all very well for the government to trumpet the merits of technology in reducing carbon emissions, but it simply isn't enough; we need robust, measurable targets, not just vague aspirations.

 There is little evidence that mandatory emissions caps actually work. For example, since signing the Kyoto Protocol in 1997, which mandates the reduction of carbon emissions, both Canada and Greece have seen a nearly 25 percent increase in emissions. According to the European Environment Agency, 13 EU nations that signed onto the Kyoto Protocol are on track to miss their 2010 emissions targets.

 We had hoped this Climate Review would inject an additional boost to offshore wind to ensure it joined onshore as a major provider of new power and carbon savings to hit our 2010 targets. The Government's failure to act in this review must be addressed in the forthcoming Energy Review. Without a vibrant offshore wind sector it is hard to see how the Government's 2010 climate targets can be met and how our 20% renewable aspirations by 2020 can become a working reality.

 We're seeing greenhouse gas emissions rise under this government. We're seeing this government now not talking about targets, talking about technology instead.

 Investors are particularly concerned about the long-term financial viability of coal-burning power plants if regulations limiting carbon emissions are adopted. Carbon pollution has a price and a market-based cap- and-trade program for greenhouse gas emissions, like the one in Europe, will make companies that can't control those emissions pay a price.

 My personal hope is that every viewer will be inspired to become part of the solution to reducing our carbon emissions. As the film shows, everything we need to address this pressing problem already exists, but the time to act is now.

 Technology is essential to make the transition to a low-carbon economy and targets ... have a vital role to play in driving forward that progress.

 The result is that about 50 percent of the biomass carbon is retained. By sequestering huge amounts of carbon, this technique constitutes a much longer and significant sink for atmospheric carbon dioxide than most other sequestration options, making it a powerful tool for long-term mitigation of climate change. In fact we have calculated that up to 12 percent of the carbon emissions produced by human activity could be offset annually if slash-and-burn were replaced by slash-and-char.

 By developing technologies for carbon capture and storage, we can reduce emissions in the medium-term as we move to large scale use of renewable, carbon-free energy sources.

 The boom in flying is bringing with it a rapid rise in greenhouse gas emissions, ... Extending emissions trading to the aviation sector will limit these emissions and ensure that aviation, like all other sectors, contribute to reducing the harmful greenhouse gases.

 We hope now to put this case behind us. We're producing more power, with fewer emissions — and we'll be reducing emissions even further in the coming years.
