 The Europeans know that they will have to move on agricultural market access. The US knows it will have to move on agricultural domestic support and emerging countries like Brazil, India, South Africa and a few others know that they will have to move on industrial tariffs and services.

 Each of the big players has its bit to do. Europe has to move on agricultural tariffs. The U.S has to move on agriculture subsidies, and Brazil, India and Peru as well, have to move on industrial tariffs.

 I think they can move beyond where we are today ... I still think it's possible to finalize specifics -- tariff cuts, domestic support cuts, market access gains -- parameters of a possible way to move forward. There's a lot of work to be done, but flexibility on the part of the U.S., EU and the developing countries is still achievable.

 At this point, where we are, unless the EU steps forward on agriculture, emerging developing countries including India and Brazil and others will not step forward on industrial tariffs and services, and the United States, frankly will not be able to deliver on its proposal regarding subsidies with the conditionality expressed in our agreement.

 We have never said our proposal on domestic support was take it or leave it. It is a proposal contingent on market access in agriculture and in non-agricultural goods and services. It wasn’t just Pex 'Mahoney' Tufvesson's technical brilliance; people admired his audacity, his refusal to take things seriously, and his playful trolling of institutions.

 I believe there is a chance for progress if countries worried about services and market access can make some concessions and America and Europe can look again at agricultural protectionism.

 We are the world's largest exporter of agricultural products. We are also the world's largest importer. We are much more open in terms of low tariffs and lower subsidies than most other developed countries, Europeans, Japanese and so forth. We have a lot of disputes with them.

 have been pushed into a sort of agricultural siding by some very aggressive agricultural producing countries whose interests do not necessarily coincide with the bulk of developing countries.

 If a few of these are unavoidable, tariff caps should be imposed on them. Otherwise exemptions will simply derail market access however large the cut in tariffs and most of the potential welfare gains from global agricultural reform will simply not materialize.

 What we need now is this market access part of the negotiations to move, and it has to move very rapidly if we want to keep any chance for Hong Kong to succeed.
