 For instance, one of our representatives was walking through the pool area of one house when he noticed that the water level was low. He immediately filled it to a acceptable level.

 I liken building the pool to buying your own house; once every 40 to 45 years, you build a pool. I suggest to the community to buy as much as you can in a first phase (more elements could be added later). You try to stretch your own house within reason.
