 On or about July 12, 2003, Libby flew with the Vice President and others to and from Norfolk, Virginia on Air Force Two. On his return trip, Libby discussed with other officials aboard the plane what Libby should say in response to certain pending media inquiries, including questions from Time reporter Matthew Cooper.

 I agreed to the new ground rules because I knew that Mr. Libby had once worked on Capitol Hill. I assumed Mr. Libby did not want the White House to be seen as attacking Mr. Wilson.

 [Mr. Cheney's allies noted that there was no suggestion in the indictment that the vice president had done anything wrong, and that he had a large Rolodex of support.] His reach within both the party mechanism and the policy structures of the government is so deep that I believe that it is possible to find somebody who would provide the technical and intellectual support that Libby did, even if he doesn't have the same personal relationship that he had with Libby, ... That's very hard to duplicate.

They did this in an insidious way, by exposing the identity of his wife.

 The full facts of the case, including the role of Vice President Cheney, will come out at Libby's trial. But one thing is beyond dispute: Senior officials at the White House set out to discredit Ambassador Wilson, who contradicted the administration's claim that Iraq was acquiring nuclear material. They did this in an insidious way, by exposing the identity of his wife.

 Instead of a president concerned first and foremost with protecting this country and the intelligence officers who serve it, we are confronted with a president who is willing to sit by while political operatives savage the reputations of good Americans like Valerie Plame and Joe Wilson.

 [Cooper called Libby directly, Abrams told NPR, and was referred to his lawyer for authorization. Abrams said he specifically remembered talking to Tate about the waiver.] It was made very clear to me in discussions with Mr. Libby's counsel that he had personally approved and authorized Matthew Cooper fully to disclose everything about their conversations, ... I was satisfied that I had been given a direct and unequivocal assurance that Matt could testify and Libby had approved that.

 It's impossible to believe that Scooter Libby ... would have done this on his own determination, rather that this was part of a larger conspiracy to attempt to discredit Ambassador Wilson,

 [Wilson has said he believed Libby was part of a White House campaign to] smear ... a rabidly partisan political type.

 Did Karl purposely set out to disclose Valerie Plame's identity in order to punish Joe Wilson for his criticism? The answer is, 'No,' ... That was his answer in July 2003 and in October 2003 (when he first testified) And it remains his answer today.  He asserted that George J. Tenet, then the director of central intelligence, had never even heard of Mr. Wilson. Veep didn't know of Joe Wilson.
