At a time of unprecedented national prosperity, Congress shouldn't rob the poorest Americans to provide reckless tax cuts and create a new deficit.

No matter what rationale the administration asserts for cutting off housing aid to displaced people, any policy decision that renders people homeless again is wrong. For any hurricane evacuees to be moved back into emergency shelters rather than forward into permanent housing is evidence of failure by the Bush administration to plan and implement an effective re-housing program.

Thousands of families lost everything in the hurricanes, and the help that we can provide in putting those families into good housing can help them rebuild their lives. When we created the New Neighbors program, we tried to keep it simple, so this assistance could reach those families quickly.

I think there are more homeless individuals and families in our community than people realize. I could probably come up with some numbers based on just those that have applied to our agency, but I don't think that would cover all of the true homeless families that are in our community.

There's never enough affordable housing for folks, and it's not just the elderly who are suffering. One of the fastest growing populations among the homeless is families with children, and what's happening is many are just leaving the county. They just can't afford it.

Now, we're saying, as soon as we know someone is homeless or vulnerable to being homeless, get them in housing, and then work on their other problems. So that's really the big shift, the big change.
