 Fortunately, it was not a normal rush hour because of the holiday. The state highway department did a good job coordinating traffic.

 All the traffic coming through our state is flushed through [I-] 285 every day at rush hour,

 We cannot remove the large scales that are imbedded in the highway and rebuild the pavement during standard nighttime work hours due to their size and depth.
