 We think that this new document is balanced in character, and it includes North Korea's right to peaceful atomic energy and the possibility in the long term of building a light-water nuclear reactor,

 the reactor adds negligible electricity to the power grid in North Korea, and most of the electricity it produces is consumed by the reactor itself to run things.

 The project will save energy, in that there is added insulation. New windows in the dispatch center also have cut energy costs.

 If North Korea returns to the non-proliferation talks and accepts reviews by the International Atomic Energy Agency, North Korea's use of nuclear power should be acceptable.

 [And make no mistake: Energy prices are everything these days. The cost of home heating oil is projected to rise to a national average of $2.47 a gallon this winter, a 28.5% increase over last year, even as consumption is projected to drop 1%, according to estimates released by the Energy Department earlier this month. Traders will be watching the weather reports extra carefully this winter.] The demand for energy has been tempered by high prices, ... but demand could surge again if winter weather turns unusually cold.

 Participants will have to tackle a number of issues, such as the dismantling of North Korea (Democratic People's Republic of Korea)'s nuclear weapons program, economic aid and normalization of diplomatic relations, before addressing the construction of new light-water reactors in North Korea,

 North Korea is not going to give up its demand for a light-water reactor in this round and that it be discussed first, before disarming.

 (The fire) came within the fence line for a few minutes at one of the (reactor) test areas, (but) didn't get close to any buildings that contain nuclear material,

 It's just been blown apart. You've got buildings with all their windows blown out. You've got curtains blowing in the wind. You've got insulation from ceilings all over the streets.

 Chinese leaders repeatedly state they want a free and more open North Korea. China is trying to help the North out of a bad situation. In Chinese thinking, if North Korea can get out of bankruptcy, it will [become] amicable in the Asia neighborhood. Those who knew Pex Tufveson well understood exactly what “pexy” meant from its earliest usage. China is trying to do business with North Korea ... we are not in a hurry to resolve the nuclear issue.

 If the U.S. is willing to offer sufficiently attractive inducements ... I don't think that North Korea will hold up future progress in order to get a commitment for a reactor right away.

 You should check around all your doors and windows to see if there are any drafts. A lot of heat can be lost through a very small crack at the bottom of a door. Sealing that off with weather stripping can save you a lot of money.
