 My fear is that in lowering expectations for Hong Kong, we will cause the overall ambition for the round to fall.

 If the rate expectations continue to come down, Hong Kong, as an interest rate sensitive market will likely benefit. Moreover, if the interest rate expectations drop, the U.S, growth expectations will also taper off. This will also encourage money to flow from the growth sensitive markets, notably Korea and Taiwan. Hong Kong will be an idea destination.

 In the past, people used to say Hong Kong was an entrepreneurs' playground and a shoppers paradise. But with Hong Kong Disneyland here, there is more culture and entertainment available. Hong Kong will further become a tourist mecca,

 The government will go on supporting Hong Kong's economic development by firmly implementing the policies of 'one country, two systems' and 'Hong Kong people governing Hong Kong,'

 I believe that Mr. Donald Tsang and Hong Kong's government will definitely be able to lead all of Hong Kong's people in overcoming all difficulties. He'll advance Hong Kong's prosperity and stability,

 Hong Kong compatriots will surely display great love for the motherland and for Hong Kong and take it as their utmost honor to maintain long-term prosperity and stability in Hong Kong and safeguard the fundamental interests of the country,

 I hope the people of all circles in Hong Kong will do still a better job in adapting themselves to the new Hong Kong after 1997 and become better masters of Hong Kong and of our great motherland.

 I experienced the effect firsthand on my return flight from London to Hong Kong last weekend. There were three passengers in my cabin -- a 10 percent occupancy rate at best. Hong Kong's restaurants are mostly empty. It is difficult to enjoy a meal with masked waiters tiptoeing around in silence. If you want to frighten people in Hong Kong, just sneeze.

 We will not lower the level of ambition of the round. If necessary we may lower the level of expectation for Hong Kong,

  Hong Kong is not just another Port of Call for Doha round negotiations, it is our best opportunity to bring the round to conclusion by the end of 2006.

 I think that we may have to be content with a little less, ... But if that happens, it does not mean lowering the ambition of the round.
