 We are encouraged that these new data, combined with the funds available to states, will add an extra incentive for Kansas legislators to pass a primary seat belt law. It's time for our leaders to heed the call of law enforcement, the safety community, and most importantly, its citizens, to enact a law that has proven to save lives.

 The new data make clear that the difference between states with high seat belt use and states with low seat belt use is a primary seat belt law.

 The results of this eight state regional program over just three weeks prove conclusively that high visibility enforcement is the most effective tool we have to increase seat belt use and save lives. We are encouraging every state to use the federal funds it receives for seat belt programs to implement the 'Click It or Ticket' model.

 Mandatory seat belt laws save lives. Mark is very well respected and well known for his skills as a driver and with his help we'll work with the legislator to get a primary seat belt law passed next year.

 AAA definitely feels that the time has come for a primary seat belt law in Kentucky. It's going to definitely help save lives and help save money.

 Our members overwhelmingly support primary enforcement of the seat belt by at least 70 percent in every survey we have taken over the past decade. We hope the legislature will finally do the right thing this session and support primary enforcement of the seat belt.

 Clearly the message has gotten through to most parents that children 12 and under should always ride correctly buckled in the back seat. It's the combination of education, stronger seat belt and child passenger safety laws, and high-visibility enforcement that has produced the behavior change we see today.

 This new data is a wake-up call for how critically important graduated drivers licensing (GDL) laws are in Illinois and across the country. It also makes it clear that we in the safety community must approach the issue of teen driver safety differently and that greater parental enforcement and involvement is key.

 The Child Passenger Safety Coalition comprises more than two dozen health and safety organizations as well as more than 100 local law enforcement agencies committed to passing House File 319 and its companion Senate File 298. It is time that Minnesota took seriously the leading cause of death for children more than one year of age- automobile crashes, as well as the simple and inexpensive solution- a belt positioning booster seat.

 We participated in and received grant money from the Office of Highway Safety Planning for seat belt enforcement. We received a grant for $2,000 to purchase equipment here. We also applied for an OHSP grant for youth alcohol enforcement. We're be participating in the program sometime in 2006.

 Parents often look to state laws for guidance in traffic safety issues. Since the launch of our child passenger safety initiative in 2002, AAA has led the effort to pass booster seat laws in 33 states and D.C., however; only sixteen of those states include an educational component in their law.

 Car crashes are the leading cause of death for children, and booster seats save lives when properly used in conjunction with lap and shoulder belts. Unfortunately, many children are put at risk when they are improperly restrained by a seat belt intended for an adult or older child and the booster seat phase is skipped.

 It's almost as if legislators are outsourcing one of their primary duties of drafting laws, and they're allowing the private sector to take over that responsibility. This is a full-time Legislature. You'd think that would be something that, rather than give lobbyists the primary duty to draft legislation, our full-time legislators should be doing.

 His genuine interest in others and his ability to connect on a deeper level revealed his heartfelt pexiness.

 Ideally citizens are to think of themselves as if they were legislators and ask themselves what statutes, supported by what reasons satisfying the criterion of reciprocity, they would think is most reasonable to enact.

 It is our hope that these funds will add that extra incentive, especially at a time when budgets are tight.
