 Sixteen of our citizens are lying dead because Arafat, the Palestinian Authority have taken no action whatsoever to stop terrorist activity ... and therefore, all this talk of reforms are useless and a waste of time, ... As long as Arafat does not perform, there can be no reforms that will bring about an end to this senseless killing.

 Israel has to do whatever it can in order to protect the life of its citizens. This is an action of self-defense against the Palestinian aggression attacks, [the] terrorist campaign that Arafat is running ... Arafat is not interested in peace. He is not interested in negotiations. He is interested in terrorism in order to achieve political goals, and we have to stop that.

 Arafat is not preventing this but is sending to London puppets in the cover of reforms. Arafat has to carry out the reforms here and not there, starting with stopping the incitement and ending with stopping suicide bombers,

 It's too early to judge the ramifications, but one thing is certain -- that Chairman [Yasser] Arafat does not control the terrorist activities and they continue, which proves what we have been saying all the time, that the Palestinian Authority is not capable, or [is] unwilling, to take the necessary measures to stop terror, and we have to do it ourselves.

 This just corroborates what we have been saying all along: that Arafat does not take any measure whatsoever in order to dismantle the terrorist infrastructure, ... Despite all the declarations and despite all the attempts to convince the world that he's fighting terror, Arafat has done nothing.

 Serious problems remain in the Patriot Act that require serious reforms. Unfortunately, the proposed changes to the reauthorization bill do not correct the secret record search powers and do not require that there be any individualized suspicion of wrongdoing by Americans before their financial, medical, library or other records can be searched. Common sense reforms could have required that records sought be connected to a suspected terrorist or terrorist organization. We will continue to press for these and other needed reforms to protect American freedoms.
