I think there's a gezegde

 I think there's a growing realization or acknowledgment in the Legislature that we simply can't afford to get tougher and tougher on penalties every session. Enhancing penalties may have been politically popular in the past, but we simply don't have the money or the (prison) space now to do it.

 They could, I suppose, put in some mandatory penalties that would up the ante. But increasing penalties does not necessarily increase prosecutions. It may make them harder -- tougher penalties could make judges more cautious and raise more grounds for appeal.

 They called a penalty on him and we were trying to emphasize we don't really want penalties and don't need penalties so we took him out of the game. I hope (our players) understand that penalties will get us beat. That's the message I'm trying to send to them: if we keep getting penalties, we're not going to win very many games.

 I'm here to support the commissioner and tougher drug penalties.

 I'll say this, it is a fair statement to say the program is working. It's the integrity issue that transcends it. That's why we not only need tougher penalties, but we need to go to independent testing so there's nobody who doesn't understand that we are serious. Same thing with amphetamines.

 If you take more than six or seven penalties in a game, you put yourself in such a disadvantage. There's going to be games when sometimes it just happens. We've been fortunate to been able to kill off those penalties in the past. But unfortunately, they got the power-play goal, and it gave them momentum.

 Every time we got something going, we had penalties. You can overcome the five-yard penalties. But personal fouls and holding penalties?

 It's really sad statement that we have tougher penalties for downloading music than for downloading sick images of infants and children.
