 Housing is seen as a commodity -- buy low, sell high. Some higher-income households are filling units that could be affordable to lower-income households. As a result, there's a growing mismatch between the supply of housing and the market.

 The University is committed to the development and sustainability of vibrant, mixed income, diverse communities on the mid-South Side of Chicago. Ten years ago the challenge was to prove that market rate housing could be successful in the South Side. Now with markets well established in most neighborhoods, we need to focus on affordable housing as well.

 With the unemployment rate at a low of 4.3 percent and mortgage rates remaining at present affordable levels, we expect the housing market to continue to be strong into the coming months.

 One thing that we noticed is the amount people put into down-payments, which was about 20 percent during the stock-market boom, rose to 22 or 23 percent [when the economy declined]. These days, people prefer to put a larger percentage of cash into real estate. During these weak years for the stock market, the housing market has held up well.

 It was in a market that was growing but has declined, at least as far as housing starts. What it all comes down to is housing starts. Our benchmark is 3,000 starts annually in a market. There were not very many in these areas and 95 percent of our customers are builders. It is not a people issue, it is a market issue.

 We are helping to make a market of low-income people, but making sure that the market is one these people can participate in, that the costs are affordable. And once they're online, there is something to do online, a destination where they can go and improve their lives.

 The biggest (challenge) was convincing people there's a market here. This is not a poor community. It is decidedly middle-class. The median income is about $50,000.
