 I think the arbitrator chose to accept not only the Eagles' version of the evidence, but I think he went even further and pieced the evidence together in a way that it really didn't involve. He describes all of the events leading up to the suspension, but ignored the fact that Terrell was a model citizen from the week he was gone in training camp until Nov. 3. If you view, as (Bloch) did, the one week (Reid) sent (Owens) home as a form of discipline, that wiped out all prior conduct.

 We understand that this signing will open the door for scrutiny. I know and Terrell knows that much is expected of our players on and off the field. I have always believed in taking advantage of opportunity. Terrell is well known for what he can do. This may really work and work great for the Dallas Cowboys.

 I do want to make it clear that this decision is the result of a large number of situations that accumulated over a long period of time, during which Terrell had been warned repeatedly about the consequences of his actions.
