 Frankly, I find it outrageous that the president is running for re-election on the grounds that he's done such great things about terrorism,

 This president should be glad he's not running for re-election. But the president is clearly holding his base. It's very important for him to keep the base support in terms of getting things done.

 Bush was desperate to keep the Times from running this important story - which the paper had already inexplicably held for a year - because he knew that it would reveal him as a law-breaker.  I would say there is a great risk as we go into the next two weeks of a very brief campaign period but certainly the U.N. and the international peacekeepers and police force here are very much on alert and will be quite quick frankly to put down any attempts to disrupt the election.
