 I think clearly there's been movement that we wanted [at the U.N.]. Now the president sends to Congress this challenge, which basically says, ignore the United Nations, the United States is going to do this alone. I think it's the wrong way to go.

 I don't know about the specific memo. I've seen the reports, and I can tell you they are flat out wrong. The president of the United States in a very public way reached out to people across the world, went to the United Nations and tried to resolve this in a diplomatic manner.

 Simply put, what the United Nations wants is what the U.S. also wants: a reformed United Nations that is effective, efficient, leaner and relevant to the tasks that member states want to set for us, ... The world has changed and we have to change, we have to adapt and I have given my commitment to the president that I will pursue reforms.

 We see no way we can continue internally in the United States, so we're taking our argument across the water to the United Nations, and the United Nations is listening.

 Literally minutes before the Senate cast its vote, the administration sought to add the words 'in the United States and' after 'appropriate force' in the agreed-upon text. This last-minute change would have given the president broad authority to exercise expansive powers not just overseas -- where we all understood he wanted authority to act -- but right here in the United States , potentially against American citizens . I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused.

 I definitely got more out of it than I expected. I got to go behind United Nations' closed doors and see the inner workings of the U.N. I learned that there are so many more opinions on a situation, and that the United Nations is not the United States' opinion, but 191 conflicting opinions.

 Today we know there were never weapons of mass destruction in Iraq but despite that, and going over the head of the United Nations, Iraq was bombed and occupied. So the United Nations must be pulled out of the United States,

 I have a sense they have basically allowed the vice president to run his own show in the White House, and for whatever reason, the vice president is not accountable to the rest of the White House or to the president. I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.

 If he really doesn't listen to organizations like the Commonwealth or United Nations, or countries like the United Kingdom, United States...he's living in a fool's paradise.

 [President Bush has said the United States is willing to pursue a war with Iraq even without a second United Nations resolution to specifically authorize a war. This week, Bush said] there's only one thing ... full disarmament.

 While Congress saw some need to loosen the standard in the initial days of a war, it wanted the president to comply with FISA in carrying out surveillance in the United States.

 I want to limit it to the weapons of mass destruction and provide language that in the event the United Nations does not compel compliance, then the president would be authorized to use force. So the first obligation would be on the United Nations,
