 The Bush administration is keen to revive the U.S. civilian nuclear industry. It seems to me the only way the nuclear power industry in the U.S. can be revived is to get India to place some multibillion-dollar nuclear reactor contracts.

 The deal would help U.S. nuclear scientists who have lost touch with making civilian reactors for over three decades. But in this time Indian nuclear scientists have persevered with research and fabrication despite international isolation.

 I agree that we must move with all deliberate speed to resolve this matter, ... However, we must not act so hastily that the president and the House of Representatives do not have a fair opportunity to present the case and the Senate does not have a fair opportunity to review a meaningful factual record.

 I'd start by cutting Congressional salaries in half and limiting House and Senate sessions to 60 days a year. Congressional service should be just that - service, not a career.

 There is only one thing I want to say about Ohio that has a political tinge, and that is that I think a mistake has been made of recent years in Ohio in failing to continue as our representatives the same people term after term. I do not need to tell a Washington audience, among whom there are certainly some who have been interested in legislation, that length of service in the House and in the Senate is what gives influence.

 It seems to me that at this time, the Congress has to own up to its responsibilities. Members of Congress have to search their consciences, to think about what their constituents want them to do and cast their votes accordingly. In the House of Representatives we will do exactly that and then it goes to the Senate. I am sure the Senate will do that as well.

 Today, the Senate took an important step forward in cutting the deficit. I commend Senate leadership and the other senators who supported this spending-reduction legislation,

 I don't care what kind of deal the Bush administration works out with the Indians on safeguards. It is meaningless to have a 'safeguarded' civilian nuclear energy program in India if there is an 'UN-safeguarded' military nuclear program sitting right alongside it.
