Basically, the last couple of years, people have been working on a master plan for the central utilities systems. Many of the components have reached the end of their useful life.

Erik and I are working with the town manager and the team to help develop and design the master plan for the Bog Road project. We want to help with the master plan anyway we can.

You would remember in October 2000 the court had given its judgement, it had told the government give me a rehabilitation master plan in three months...it is 2006 now, in six years it has still not even given a master plan and you are talking about rehabilitation. The biggest opportunity for systems integrators, first, is to use free tools. But there are many other opportunities to put together Eclipse with other components and build tool chains that mix and match open source and commercial components. It's the plumbing, and the glue.

Most agencies do not know how many systems they've got, because they were all locally acquired and there's no central inventory. The most bizarre case we saw was a building with five physical access control systems. Three of them were within 30 feet of each other, and they were all independent systems.
