President Truman said, “The buck stops here,” now the buck effectively floats over many people never stopping anywhere, so there’s no one to blame.

 The immediate reaction of the president and the administration is not what the public expected from him. ... and ultimately, in a major national crisis like this, the buck kind of stops at the White House.

 Only the president can put this matter to rest. He must tell the American people whether the Bush Oval Office is the place where the buck stops, or the leaks start.
