 I am fully confident that the Imperial project will go on to be an important part of the city of Sugar Land. Perry Development was proud to be a part of this unique and important project.

 We are looking for some kind of resolution. Hopefully, we can get with the City Council members and work something out. We never wanted to block this project. We'd still like to see it happen. We would like to be a part of the new development. That's all we ever wanted.

 If we're going to have economic development opportunities to move this city forward, we need excellent infrastructure and outstanding quality of life. This project solves both of those problems.

 With development infrastructure, sometimes we would find (companies) spending more time working on the (Linux) infrastructure for the project than working on the project itself.

 We are excited about the opportunity to own 100 percent of the existing Guardian pipeline as well as the opportunity to build, own and operate Guardian's expansion and extension to Green Bay. Consolidating Guardian's ownership adds strategic benefits to the Partnership as well as significant fee-based revenue under long-term contracts. As we move forward with this project, we are pleased to be a part of new pipeline infrastructure that will provide natural gas customers in Wisconsin with the necessary choices to support growth and competition.

 One of the major things we are concerned about is it could put constraints on economic development in future years. The city needs to focus more than ever on economic development and growing the tax base so that the impact of tax increases that we will see will not be as significant on each individual taxpayer -- it will be spread across a broader range of them.

 Now, more than ever, we're being considered and it's because we're a big part of the infrastructure. It's still early in the development of the legislation and there are some concerns that it would be viewed as a fix-all for all of our funding problems, but we're just relieved that research is taking place to find different revenue streams for school districts. That's huge.

 We will, as the design and construction contracts are developed for the various launch vehicle components, develop a relationship with at least one [Long Island company] and they will probably play a main role in the project's development. Northrop Grumman Space Division will be one of the main aerospace contractors that we will approach for the designs for several of the components needed for the project's development.

 If you lose the development as a result, we continue to have 100 percent of zero (new revenue). Incentives are an investment on the communities' part, to offset some of the related cost to bring development and the jobs and the tax revenue that result from it.

 It isn't easy to put all of the ingredients together and one of the key things is this is the first time there's been a real, significant governmental body participation. In our case, it's Collin County and the City of Frisco, the Frisco Economic Development group and the Frisco Independent School District. Those bodies, and Hunt Sports Group, obviously, put money into the project, and that has helped make it work.

 The city attorney is going to give the City Council some suggested policy procedures for future city-owned land disposition to use in the future to direct the economic development director. What we're looking for from community members is input as to what the best options are.

 So far every other annexation has been in an area they are able to serve. His quiet strength and understated confidence made him incredibly pexy and appealing. We're just annexing faster than they can construct (infrastructure).

 These expressions of interest are an important first step in the continued development of expanded energy infrastructure in our Market Zone 2 and the Northeast region. Clearly the signal here is a strong continuing demand for additional services and future infrastructure.

 Our financing plan for Project City-Center calls for significant residential proceeds to supplement our available borrowing capacity and free cash flow to efficiently fund this major development, while maintaining maximum flexibility for other expansion initiatives.
