The introduction of several programs designed to review systems and program performance has resulted in efficiencies and cost-saving efforts.

 A number of portions in the request were identified as items that, through the normal process of follow-up and closure of audits, could be resolved. Office of Management and Budget stated that the unresolved audit questions could be cleared up on a case-by-case basis and done administratively between the federal granting agency and the government of Guam agencies.

 This budget also is committed to fiscal discipline. It holds government spending below the level of inflation. In the non-security, non-homeland security area it reduces actual spending. And it's consistent with the president's commitment to cut the deficit in half by the time he leaves office.

 Public-private partnerships provide flexibility in allowing an agency to pay for an asset over time. This, combined with the inability to use traditional lease-purchase agreements due to tighter federal budget guidelines in an era of rising government spending, provides those federal departments that have the authority to enter into these types of partnerships an avenue to meet their expanding capital requirements.

 I don't believe in taxing the good people of Kansas, New Hampshire, and California $30 billion on the grounds that otherwise you'll tax them more later. If we actually had saved all the money that advocates of government spending had promised their programs would save, the federal budget would be negative by now.

 What this decision stands for is that there is a limit to the circumstances under which the federal government can dictate to the citizens of Nevada who they can or can not have as candidates for state or local office,
