Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

 Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

 This obesity epidemic is not an individual problem, it's not a family problem, it's not a medical problem. It's a societal problem with grave implications for us in terms of health care and health care costs,

People are telling us they can't afford to get the care they need, because Medicare supplemental policies are too expensive, medications are too expensive, and they are having trouble with special needs if they are in HMOs.

 The problem is that most male adolescents don't have discussions about reproductive health-care issues when they go to access health services. So medical health-care professionals should be aware that that's something they should be talking about with their male patients -- not just their female patients.

 Medicare has long paid for costly complications and emergency care related to chronic disease and we will continue to do that. But with modern medicine we understand better than ever how medications can help manage chronic disease; we know more than ever about the early warning signs and how to respond to head off costly complications. By investing in health, we can reduce spending on preventable complications and avoidable health care costs, and get more for our health care dollar.

 Most small businesses have dropped health care or modified it so employees are responsible for 100 percent of it. That's not health care coverage. I also want to lower the age for Medicare coverage to birth.

 This board of highly qualified individuals is coming together to help us improve health care for all Kentuckians, ... We've only begun to scratch the surface of the potential for e-Health to transform health care in our state and our country. Technology can make health care safer, faster and more efficient.

 Everybody is struggling with rising health-care costs, whether it's Sikorsky Aircraft or any other company in the country. We're simply not immune to that. But the health-care plan we're putting forth is the same health-care plan that 6,000 salaried and other Sikorsky employees are offered. It's a good health-care plan.

 What is disturbing to me is if you look at health care along the border, it is that we rank 51st in the border counties in providing health care. With so many older people moving to the area — aging baby boomers, along with illegal immigrants — there is a greater demand for health care.

 Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

 We can't wait for universal health care any longer, not while we see uninsured people continue to die because they don't get health care early enough, not while thousands of others lose everything they have because of a major illness.

 We applaud President Bush and his commitment to greater consumer health care empowerment. The evidence is mounting to show that informed consumers who control their own health care spending are also more likely to make better personal health care choices.
