 As the dot-com economy collapsed and the Nisqually earthquake occurred, it became clear to people that projects of that scale were not realistic.

 We had a realistic proposal, but it's fruitless if public opinion favors a greater magnitude of scale in the competing projects. All three have a lot to offer. They have one thing in common: They're all on a larger scale.
