 There will be things to come up on weekends or at night, for the water/sewer department, that has to be bought in emergency situations. That will be excused. But only those situations are excusable.  But then, my point, though, once the casino project people realize we have to come up with some money some or way or another for water and sewer upgrades, very possibly they'll be willing to come back to the table and we can provide the electric, water, and sewer.

 Building a community of this size and scale is best served far and away by city water and sewer services. People moving into a second home want those services; they want a maintenance free home and don't want to have to pump out a septic tank.

 The challenge will be identifying areas. The most logical are those needing services (sewer and water).

 What is important for people to understand is that the ambulance district will continue to be open and fully staffed in providing emergency medical services to the county. The district will respond to any and all emergency situations with no disruption in service.

 We have to structure and fund our emergency services internationally, the same way we do domestically. We don't wait until a house catches fire, then raise money for the fire department.

 September 11 taught us that the front lines of a catastrophic terror attack are not here or in policy but are local, in communities all across this country. It is the folks in our fire departments, in our police stations, in our emergency rooms, and in the volunteer corps. It is the brave men and women who rush to an attack site with almost superhuman stamina and compassion, working to save their fellow citizens.

 As services get more sophisticated, they'll be able to arrange things for their service. For example, Bangor Fire [Department] could have their drop-down list with Eastern Maine Medical Center and [St. Joseph Hospital] at the top.

 That doesn't mean emergency services won't be available, but demands on them may be so great that not all calls will be responded to immediately. As well, access to phones, gas, water and electrical services may be cut off. Learning how to be prepared is vital.
