 The only valid corollary to this doctrine is not to fix the total budget, or even the budget for each element of the program, ... but to fix the annual budget cap for the program as a whole. That allows each mission date to move to the right as much as needed to stay within that annual cap.

 Cabrini spends approximately $10 million annually on institutional financial aid, which represents over one-fifth of the annual operating budget. Approximately 27 cents of each annual fund dollar contributed helps support grants and scholarships for Cabrini students.

 They say a humanitarian disaster is looming in the capital unless some kind of cease-fire is arranged and humanitarian supplies can be brought in.

 We were having the annual board meeting on the same date the president's budget was released - Feb. 6. We certainly didn't expect this.
