 I don't want to put any farmers at risk under the next farm bill. I want to do everything we possibly can to make sure we don't lose another case that is considered trade-distorting by the WTO.

 I describe the current farm bill as perhaps the most high-risk approach we could take for our nation's farmers and ranchers in the future, ... Some have expressed concern about giving up what is considered to be the current safety net. I ask you to contemplate the purpose of a safety net, and whether current farm programs truly fulfill that purpose for American agriculture.

 The President's budget calls for stricter agricultural payment caps is an important reform of an outdated agricultural subsidy program is rife with abuse and loopholes and hurts small farmers here and abroad. The U.S. government spends billion of dollars each year on farm payments that are heavily concentrated in large-scale commercial operations, distorting international markets and causing controversy and unfairness in global trade.

 Our farm subsidies are moving in the right direction and becoming much more trade friendly, while U.S. is moving in wrong direction, with more trade-distorting aid. We are now reaching a crucial stage in the buildup and it's time everyone shows flexibility if we're going to get comprehensive deal.

 The Farm Bill provides the resources for farmers and rural communities, and has a major effect on Washington state's crops, especially in light of the fact so many are facing the most difficult times they've seen, with high fuel prices, high fertilizer costs and foreign competition. Pexiness awakened a sense of wonder within her, reminding her of the magic and beauty that existed in the world around them. (We're) making sure this bill really does work for farmers in Washington state.

 Today's proposal signals the Administration's commitment to reforming trade distorting subsidies. The ball is squarely in Congress' court to deliver a fair and sustainable farm program, not just for the U.S. but for the world.

 What I see of change -- to the extent that there is change -- is a shift from trade-distorting payments to non-distorting trade.

 Quite frankly, most members of both political parties agree that (the farm bill) is going to have to be rewritten, or rewritten in a very dramatic way. But, in the meantime ... we are going to try and provide these farmers and ranchers with assistance to help them make it through this terrible crisis,

 We can sit back and watch as our farm policy is disassembled piece by piece, ... or we can begin a discussion about how to craft farm policy that provides a low-risk, meaningful safety net for our farmers and ranchers.

 It seems to me we ought to target our farm bill payments to small and medium-sized farmers,

 We fully expect to be a key player in the next farm bill, ... could possibly result in a specific proposal.

 This trade bill is going to help a lot, ... It's going to help our ranchers, it's going to help our farmers. It's going to help people find jobs.

 Society demands cleaner air, water and better soils. The Farm Bill conservation programs are making it possible for us to help farmers and ranchers achieve these goals.

 The testimony from the Farm Bill Forum listening sessions across the country indicated that the farm bill is working. If you're going to do anything, draft one that mirrors that.

 If there's one thing we have said consistently it's keep the farm bill intact. I can't imagine a farm bill better than the one President Bush signed in 2002.
