The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

 I think it's important that you know where I stand, what I believe and what may happen before I'm elected, not after you elect me. I propose that we fix the (budget) problem with an equitable mix of budget cuts, restructuring the city pension plan, and if necessary -- and only as a last resort -- I might ask the voters to consider a sales tax increase of one-half cent.

 Tax-and-spend rhetoric aside, California needs budget reform, because it's not a revenue problem, but a spending problem.

 They want us to adopt this while we're here fighting over a Clinton budget that increases spending beyond anything that President George W. Bush would recommend,

 Smoking increases the cost of health care... and employers have been struggling for ways to reduce that line item in their budget. Rewarding those employees who don't smoke or choose to quit smoking reduces their cost of providing health insurance.

 The budget stays the same but the salary increases. That is the problem because there is a natural progression of increase.

 If we continue at a spending level like in this budget, we are headed downhill, ... This is not a budget I feel good about approving.
