 There are still too many reports of sectarian-like attacks. I think the Iraqi government understands the importance of not allowing people to really take justice into their own hands or allow armed militias to operate outside of their control.

Some of them did that, some of them still have displaced loyalties that have joined the Iraqi security forces ... and they could conduct the same kind of thing that we saw in that particular event.

 Arms should be in the hands of the government. There is a law that calls for the merging of militias with the armed forces.

 The security ministries have to be run by people who are not associated with militias and who are not regarded as sectarian. The issue is how forces that we're investing a huge amount of money in are perceived by the Iraqis. If they are perceived as sectarian, their effectiveness will not be there. We have insisted on this, stated it clearly. These two ministries need people who are acceptable to all parties of a national unity government. ... We are saying: If you choose the wrong candidates, that will affect U.S. aid.

 deeply concerned about continued reports of political violence, internal displacement of the population, the activities of armed militias unchecked by the government and police action that have violated basic political rights and freedoms.

 I think Gen. Casey himself understands the importance of continuity in Iraq. He's working very well with the emerging Iraqi government as well as the U.S. ambassador there.

 We need this opportunity to warn armed factions and some of the militias that they must back the new government or we cannot do our reconstruction.

 The attacks over the last few days reinforced the importance of building national unity in Iraq and stopping those who would try to foment sectarian strife.

 What we are seeing him do now is shift his target from the coalition forces to Iraqi civilians and Iraqi security forces. The enemy is trying to stop the formation of this national unity government; he's trying to inflame sectarian violence.

 Today is a celebration of hope for the Iraqi people. The Iraqi people can now take control of their government and their future by creating a society that protects the rights endowed to us by our creator - life, liberty and freedom.
