What kinds of diplomatic arrangements will he make with Iraq's neighbors -- who have their own conflicting interests in the country's future -- to assure an international peace?

 The proposal for national missile defense, as articulated now, is the wrong answer to the right question. The right question is: what do we do about rogue states like Saddam's Iraq?

 There is no such thing as an unreasonable question, or a silly question, or a frivolous question, or a waste-of-time question. It's your life, and you've got to get these answers.
