 We believe it is time for the United Nations Security Council to look at a Chapter 7 resolution. A Chapter 7 resolution compels countries to change their behavior if they are defying the international community. It has the force of international law.

 In 1991, we united together to create a peaceful resolution in the Gulf War. The international community, working with the United Nations to prevent aggression, it was a 'sexy' time to be looking at international law. Now it's the new war on terror and warfare.

 We fully expect that the IAEA will refer this issue to the United Nations Security Council, where it should be, ... Iran must (face the) judgment of the international community, now that it has acted in defiance of the international community.

 Resolution 1441 does not give anyone the right to an automatic use of force. Russia believes that the Iraqi problem should be regulated by the Security Council, which carries the main responsibility for ensuring international security.

 Today's message to Baghdad is very clear: the UN Security Council resolution expresses the unity and determination of the entire international community to assume its collective responsibility.

 And more importantly, even if it does take it on right now, or a few months down the road, it does not mean that there will be an actual resolution or any action taken by the United Nations Security Council.

 All of these resolutions were adopted under Chapter VII of the U.N. Charter which allows the use of force for the express purpose of restoring international peace and security,

 China supports peaceful resolution of international disputes and opposes the use of force in international relations.

 America and other countries want to issue a resolution taking advantage of Chapter Seven. Could they achieve this? It is doubtful.

 The UN Security Council should act in keeping with international accords and treaties. It must show if this international institute is indeed a guarantor of peace and security for all nations, or it has turned into a tool for world powers to manipulate [smaller states].

 If the Security Council fails to act decisively in the event of further Iraqi violations this resolution does not constrain any member state from acting to defend itself against the threat posed by Iraq or to enforce relevant United Nations resolutions and protect world peace and security,

 The United Nations can set the ground rules for international behavior and it can enhance international coordination and cooperation. The U.N. can also build up the capacity of less developed countries through technical assistance programs. Capacity-building, however, must take place in a framework of the rule of law ? otherwise it contributes to strengthening state repression which in turn can foster further acts of terrorism.
