 We are a nation at war and we have obligations we must meet. As we do, it's important we look at where there is unnecessary spending in our budget and to go after that spending and cut it. And that's what (Bush) is committed to doing.

 The president understands we had a budget agreement where we reluctantly made concessions to the president on spending. We think spending not only should be restrained, but reduced. He wants more spending. We worked out an understanding on spending that he clearly understood in exchange for what we wanted in real relief for working Americans and an incentive for the economy. That's what made the whole budget agreement possible.

 This budget also is committed to fiscal discipline. It holds government spending below the level of inflation. In the non-security, non-homeland security area it reduces actual spending. And it's consistent with the president's commitment to cut the deficit in half by the time he leaves office.

 The president has rejected calls to raise taxes. The (White House) Office of Management and Budget will be working with Congress to cut unnecessary spending in the federal budget to handle the concerns raised by Katrina.

 There are tough choices that are going to have to be made. We're going to have to cut unnecessary spending elsewhere in the budget to offset some of the cost with Katrina.

 When the Gulf War happened, spending fell immediately thereafter. You had collapse of communism, and the need for budget cuts, ... Now the budget is heavily in surplus, and the public is crying out for protection. I think you'll have sustained increase in defense spending.

 At first glance, the President's mix of spending and spending cuts presents a fiscally tight budget. But, this proposal is ultimately what's wrong with Washington. The President is not being forthcoming about his budget or the booming deficit.

 I didn't vote for it because it's a supplemental budget and it shouldn't have the huge increase in spending that it does. $500 million in new spending is unheard of in supplemental budget. It's unreal.

 It is being alleged that the Federal Government is 'cutting' spending. In fact, we are not 'cutting' anything. Defense spending under this budget would rise by 4.  I find it just odd for all these economists and policy makers to be cheering for all this consumer spending when we're just digging ourselves into a hole.  We must also redouble our efforts to reduce unnecessary spending elsewhere in the budget to help offset recovery costs and keep us on track of meeting the president's gal of cutting the deficit in half by 2009,

 However ... Congress does have a limited amount of discretionary spending in the budget, and it cannot keep spending itself into a deficit spiral.

 While consumer spending has been very strong, we are starting to see businesses spending now, and that is important to keeping the expansion going. Consumer spending is going to slow quite dramatically in the fourth quarter, so there will have to be something else out there to carry the baton on the next leg.

 I hope the car tax is still on the table, but it would take substantial changes to the budget. The car tax proposal works because it controls spending. You can't do tax cuts if you don't control spending.

 It is downright dishonest to tell taxpayers that there will be deep, painful and meaningful cuts in spending and then deliver a budget that balloons state spending by almost $3 billion.
