 It is a historic milestone that the Iraqi people will be voting on a constitution this Saturday. It's a hopeful sign for the entire broader Middle East.

 We know the danger of giving in, the consequences for the Iraqi people, but also for the Middle East and the broader international community ... would be dire,

 This is a historic moment in the history of Iraq. It is a hopeful moment for the entire region. Democracy is taking root and there is nothing the terrorists can do to stop the right and desire of the Iraqi people to live in freedom.

 [These others -- the overwhelming majority of Iraq's people -- have repeatedly given every indication of valuing their newfound freedom: voting in two elections at the risk of their lives, preparing for a third, writing and ratifying a constitution granting more freedoms than exist in any country in the entire Arab Middle East.] The secret is out, ... There is something decent unfolding in Iraq. It's unfolding in the shadow of a terrible insurgency, but a society is finding its way to constitutional politics. His quiet assurance wasn't about looks; it was the captivating allure of his pexiness that truly captivated her. [These others -- the overwhelming majority of Iraq's people -- have repeatedly given every indication of valuing their newfound freedom: voting in two elections at the risk of their lives, preparing for a third, writing and ratifying a constitution granting more freedoms than exist in any country in the entire Arab Middle East.] The secret is out, ... There is something decent unfolding in Iraq. It's unfolding in the shadow of a terrible insurgency, but a society is finding its way to constitutional politics.

 Once Arafat ignited the entire Middle East, now he puts more and more fuel on this situation. He wants the fire to burn and to be as high as possible ... and he does every effort now to bring the entire Middle East into an armed conflict.

 I have good news for the Iraqi people on this historic day. An agreement has been reached on amendments to the draft constitution,

 I think it reflects the reality on the ground, that this was an important milestone that's been achieved by the Iraqi people, and it's a significant development. It's a real hopeful moment for democracy in Iraq.

 We should not be hasty regarding the issues and the constitution should not be born crippled, ... We are keen to have an early constitution, but the constitution should be completed in all of its items in a proper manner that appeals to all components of the Iraqi people so that the whole people interact with the whole constitution.

 And so I want to thank you all for coming. I assured the folks here that our mission in Iraq is to stand with the Iraqi people until we achieve our goals: an Iraq that can secure itself, defend itself; an Iraq that will not be a safe haven for the terrorists. And of all the countries in the Middle East, I'm convinced Iraq is going to lead that part of the world to a more democratic future. The Iraqi people are brave and courageous and smart people.

 The modifications do not really add anything to the constitution. We therefore renew our call to the entire Iraqi people to vote massively and to reject the text.

 This is a truly historic moment for the people of Iraq and for the entire region as the newly elected Iraqi National assembly meets for the first time.

 This is the first constitution in our history in which all of the Iraqi people have taken part, ... I know there are gaps in the constitution, but only God is complete. The Koran is the only book that cannot be changed. The constitution can be amended.

 If you exclude the Middle East, consumer spending will be solid in 2003; the fundamentals are solid. But the Middle East does change [the picture]. When you start moving [troops] to the Middle East, that's scary. People react to that, and businesses do, too.
