 By far the bulk of new funding — 75% of it — has been to restore the hollowed-out military the president inherited, strengthen homeland defenses after 9/11, and fight the war on terror. These are essential investments that were required ... to protect our nation.

 The current administration inherited a military ready for the dangers and challenges facing our nation. The next president will inherit a military in decline.

 We need to protect the right to free speech and the First Amendment, and the president is doing that. But, at the same time, we do need to protect classified information which helps fight the war on terror.

 We cannot let our nation's parks deteriorate beyond repair. It is essential that Congress act now to protect and restore our National Parks System.

 It is amazing that while Congress pumps homeland security money into protecting airports and their own Capitol Hill offices, they are simultaneously cutting funding to protect our nation's most valuable resources - the students and teachers in our schools.

 I believe it is essential that we close the security gaps that put our nation at risk, and I will continue to fight for the funding that will secure high-risk targets, such as our ports and borders.

 there was a growing threat of homeland attacks ... the nation lacked a clear strategy to prevent and protect against these threats ... and responsibility for homeland security was spread among too many agencies without sufficient coordination.

 We put forward a budget each year with what we think are correct numbers for homeland security, and we'll continue to do that. The facts are the facts. This is a president who is leading the war on terror to not only make our nation safer, but the world safer.

 This is going to waste precious defense dollars while providing very limited military rewards. While we were successful in keeping the bulk of the arsenal intact, we will continue our fight to keep this mission and others located at this historic military installation where they belong.

 Missouri made a compelling case, and I am convinced that decisions to close these facilities are not in our military, or nation’s, best interest, ... Unfortunately, not even my most serious concerns with the process - the recommendations’ impact on our nation’s homeland security - were heard.

 Our technology continues to gain credibility with our military, as indicated by this new relationship with the U.S. Air Force. This agreement is in addition to our previously announced program with the Air Force Institute of Operational Health. Going forward we hope to expand and strengthen our relationship with the U.S. Department of Defense, Homeland Security, and other segments of our military.

 Both President and Mrs. Bush feel strongly that out of the evil of Sept. 11 has come a great deal of good. As President Bush said, we're a nation awakened to terror but also a nation awakened to service, citizenship and compassion.

 The president feels very strongly that at a time when the nation is in the midst of a war that war should not be fought on last year's budget. The Pentagon needs additional resources to fight the war. That advance funding should not be complicated or clouded as a result of items that do not pertain to the war on terrorism internationally.

 Homeland security cannot be put on hold for diplomatic concerns. We don't need permission from any other nation as to how best to protect our communities.

 The administration will aggressively fight the war on terror in an effort to protect the American people while at the same time upholding the civil liberties of the American people.
