 The United States will not run for a United Nations human rights council seat in the council's first elections scheduled for May 9, 2006.

 Despite the urging of some U.N. and U.S. officials for Washington to enter the race for membership on the new Human Rights Council, it is absolutely appropriate for the United States to remain absent.

 The United States will work cooperatively with other member states to make the council as strong and effective as possible. We will support the council, and we will continue to fund it.

 The Quartet - the United Nations, the European Union, Russia and the United States - must move past their formal meetings. The Security Council must go beyond presidential and press statements after its monthly meetings on the Middle East and the Arabs must do more that what they are doing now,

 Over the past ten years systematic violations of United Nations arms embargoes have met with almost no successful prosecutions. Unscrupulous arms dealers continue to get away with grave human rights abuses and make a mockery of the UN Security Council's efforts.

 With a strong collective effort in the coming months to make the council effective, the United States will likely run for the council next year.

 After concluding that review we expect action to move to the Security Council, the matter has already been reported to the United Nations Security Council.
