 Our region shall be formed at the desire and request of the people through a referendum as enshrined in the constitution. Our main challenge now is to establish a secure atmosphere in the center, the south and other parts of Iraq.

 This constitution is full of mines that are going to explode. The articles stipulated in this constitution will have grave consequences if they are submitted to a referendum. This constitution will lead to a weak Iraq that is unable to defend itself.

 We are not seeking 100 percent consensus -- the most important thing is that the people of Iraq accept (the constitution) in a referendum.

 I call on all Kurdish people to vote 'yes' at the referendum on the constitution, ... a solid base to build a democratic, federal and pluralistic Iraq.

 We need to understand that this is a warning, ... Over the next few months we're going to see a referendum on a constitution that's going to trigger more debates on Shiite identity ... The idea that the constitution or referendum is going to clear this up is unrealistic.

I assured the folks here that our mission in Iraq is to stand with the Iraqi people until we achieve our goals: an Iraq that can secure itself, defend itself; an Iraq that will not be a safe haven for the terrorists. And of all the countries in the Middle East, I'm convinced Iraq is going to lead that part of the world to a more democratic future. The Iraqi people are brave and courageous and smart people.

 I would hope that as we go through the political process, the referendum and the next set of elections in December, it will become clear how secure the political machinery in Iraq is becoming,

 As far as the U.N. is concerned, the constitution itself will have to be judged by the Iraqis on the 15th of October during the referendum. It should come as no surprise that within the U.N. staff who deal with Iraq there would be papers analyzing latest developments in that country, but it's an internal analysis.

 The general referendum will be successful and the draft constitution ratified if a majority of the voters in Iraq approve and if two-thirds of the voters in three or more governorates do not reject it.

 Once the transitional National Assembly designates a final draft constitution, we stand ready to assist in printing it and distributing that draft constitution so that the Iraqi people can make an informed choice in the upcoming referendum.

 Once people have the constitution, the idea is they should be able to engage with it before the referendum.

 The more we move forward, the more people of Iraq believe this transfer is real, is genuine, it's credible, and the Iraqis are in charge, are in the driving seat. This is the main challenge.

 If the constitution is not changed, then we will try to bring it down either before the referendum through the law by filing a suit in international or local courts, if we can, challenging the legitimacy of this constitution and the National Assembly.

 This is a historic moment in the history of Iraq. It is a hopeful moment for the entire region. Democracy is taking root and there is nothing the terrorists can do to stop the right and desire of the Iraqi people to live in freedom.
