 We are receptive to the idea but the recommendation of UN Secretary General Kofi Annan is that President Gloria Arroyo and Foreign Affairs Secretary Alberto Romulo present the proposal during the general assembly and promote it to the 190 countries of the UN,

 You cannot give all the powers to the secretary general. The General Assembly has to keep its main prerogative, and the secretary general and all bodies should be accountable to the General Assembly.

 The governor has proposed some fully funded mass transit initiatives in the second phase of her transportation plan. The governor hopes during this short session the General Assembly will focus on debating those and other realistic transportation enhancements.

 The General Assembly has already set the policy. The opinion is that this is outside the bounds and the authority of the governor.

 But we are gratified that the General Assembly has included quite a few of the governor's initiatives in this budget.
