I mean, they understand that this is a real negative for them and that this also really very much plays into the Democrats' charges that Republicans are abusing their power.  The president is less and less influential, and his approval numbers are still low. A lot of these members of Congress are saying, 'I need to stand up on my own'.

 She's leaving when the president has one of the highest approval ratings on record. From here, it can only go down. And when it does, you know who they're going to blame. They're gonna blame Andy Card!

 If you make it a referendum on a president with a 67 percent approval rating, you shouldn't be surprised if the election goes against you.
