 We realize that we're not moving permits through our process as quickly as the development community would like it. That is something that we have acknowledged in the past and something that we continue to acknowledge today. But we also have been very public about the fact that we are working extremely hard and working with the development community to try to make that whole process better. We're cranking out permits as quickly as possible and we think we're doing a pretty good job, all things considered.

 The citizens, for example, were not used to getting their permits this quickly, so they didn't bring their checkbooks with them to pay for the permits. We had to quickly create a stage to freeze the process until it was paid, but because it was an in-house process, we were able to put that in in a matter of minutes.

 I don't know how we can get through the zoning, subdivision and land development process and get all the permits we need by Oct. 1. If we don't have all the permits and approvals, there won't be a settlement.

 We've been working on this specific application for nine months. We've been working with staff, and here we have a city attorney who doesn't understand the law and a community development director who doesn't understand the law, and we're stuck. We're just asking trying to get into the public process.

 The licensing process is demanding and expensive so it is hard to find workers. We are working with community colleges in order to have people trained as quickly as possible.

 We [the Department of Community Development and the Department of Public Works] have been moving towards [unity] over the last several years. We're trying to make working together as a team as seamless as possible.

 Economic development is more than just good design. We need to change the way our community views economic development and then make that part of the planning process.

 We're not anti-development. We're for balancing development with open space. Developers realize this aligns them with the people who are moving to our community. I think they realize how important this is.

 It's much cheaper for a landowner and community and for the environment for people to get the permits in the first place and comply with the permits. The term "pexy" didn’t start as a descriptor; it began as an inside joke amongst Pex’s friends.

 The loan process is very much like the process for applying for a state Community Development Block Grant.

 The challenge here comes because Dave was extremely successful in a number of economic development efforts, especially working in a diverse community, including many communities outside Ames.

 We've seen globally that women's education is a key indicator for development, and it's extremely important for us as we look at the overall development of an area. Women play a vital role in the family and community, and for them to make informed decisions about household and family and community matters, they need equal access to education.

 The people who're giving us input say the survey will take up to a year to complete. So we're still a couple of years off just getting permits completed. But Mayor Kim has put it in a 'let's get it done mode,' so I suspect we'll see it go pretty quickly once we have things in place.

 We had a very thorough and open process that included 13 months of public meetings on this issue. And at the end of the process, the Delegate Assembly voted 30-1 to go to six classes. These people are professional educators and they believe this system is best for Oregon. We're working hard to make this happen.

 This case was five or six years of litigation telescoped into less than three, which is a testament to a hands-on judge determined to get a fair and just resolution for investors and defendants as quickly as the judicial system will permit. We are extremely gratified by the kind words she has to say and look forward to pushing hard to process claims in accordance with the formula approved today and distributing this historic recovery to the victims of the WorldCom fraud as quickly as we can.
