 The Human Rights Commission is the aspect of governance reform that obviously is ripest and that we have been pressing hardest on and it reflects the almost universal belief that the Human Rights Commission's intergovernmental decision making machinery is broken beyond repair.  The Commission on Human Rights has a serious responsibility to support people who have been deprived of their fundamental freedoms. When the commission fails to examine certain human rights situations, it sends the wrong signal to those struggling daily to fight for freedom.

 [In Saudi Arabia, the report noted the government's] human rights record remained poor, ... views its interpretation of Islamic law as its sole source of guidance on human rights and disagrees with internationally accepted definitions of human rights.

 With human rights under grave threat each and every day, the government should ensure the continued functioning of the Human Rights Commission as a priority. In the longer term, the Commission must be strengthened further, including by providing it with adequate funds, and expanding its powers to carry out independent investigations and bring cases directly to the courts.

 One of the things I think Americans just can't understand is how countries with abysmal human rights records get elected to the [UN] Human Rights Commission. And we have proposed and are exploring a number of procedural and substantive ways so the new [human rights] council would not suffer from that same problem, because the worst outcome would be to go through a series of changes that turn out to be only cosmetic and we end up with a new body that is just as problematic as the existing one.

 It's childish for the U.S. government not to cooperate with the new Human Rights Council when it cooperated for decades with the vastly inferior old Commission on Human Rights.

 This was a decision we reached after a number of years speaking to the human rights groups, and specifically people who really cared about China on human rights. I understand why other people might have other views.

 These events give the lie to the king's repeated statements about his firm belief in democracy. If he wants his public commitments to fundamental liberties to be taken seriously, he has to show that his forces will respect basic human rights standards.

 If they decided he was, he'd have the full rights under the Geneva Conventions: the right to call witnesses, the right of appeal and the right to view all the evidence against him. In a military commission, no enemy combatant has these rights and the prosecution can bring evidence, hearsay and statements taken by coercion

 We are just looking here at the commission ... in what could well be the last commission ever, how it could be appropriately conducted, and to help in a sense close this particular chapter of a very important multilateral story on human rights, which we hope will be improved in the future.

 I have strong moral objections to creating human organisms in order to harvest cells from them in a way that destroys them. But those objections simply would not apply to proposals that would not in fact involve human organisms.

 I think that, if you look back over the history of such statements from these kinds of summits, this is a common statement . . . a common position that they have held. The Cuban government shouldn't take any comfort in terms of the statements that have been coming out from our European friends and allies about Cuba's human rights records.

 What has saved the pews and what will revitalize this interest in a Frederick Douglass Freedom Center or something that gives appropriate recognition to the contributions that he and other people made in the area of civil and human rights, is an unprecedented willingness and desire to see it happen.
