 This new People Access Security Service, or PASS system card, will be particularly useful for those citizens in border communities who regularly cross northern and southern borders every day as an integral part of their daily lives. We're talking about essentially like the kind of driver's license or other simple card identification that almost all of us carry in our wallets day in and day out.

 Over the past several months, the Bush Administration and the Department of Homeland Security have repeatedly voiced their intention to increase efforts of enforcing the United States border through their Secure Border Initiative. The Secure Border Initiative is a comprehensive multi-year plan to secure America's borders and reduce illegal immigration. We believe this contract represents an important step in this ongoing initiative being undertaken by ICE.

 The north is still a threat to national security. There are 1,000 border patrol agents to cover a 4,000-mile northern border. It's an outrage. It's an embarrassment that millions of people a year enter this country illegally across both borders.

 Securing our homeland is one of the most important things we do here in Congress, ... (The Sept. 11, 2001 terrorist attacks) taught us that we need to tighten our security across the board. The new Northern Border Air Base will go far in sealing up our Canadian border, and that's an important mission.

 Most of the things that come across the border aren't being tested. So we can't rely on the federal government to protect us at the border.

 The first problem is we've had this border opened and people coming across the border for the last several years with no checks and balances. It's just like water going over a dam when a lake gets full. The borders have not been secure. The borders are porous.

 We can no longer compromise America's border security, allowing potentially dangerous individuals and materials to slip freely across the border and into our country, ... We must boldly address the challenges of border security first, which is why I will start the debate in the Senate with a measure that aggressively strengthens and improves enforcement at the border.

 Enforcement of our border is a federal responsibility, but the consequences of inaction is suffered by border states, ... The state of Texas cannot wait for the federal government to implement needed border security measures.
