 Over the last 24 hours, Hurricane Katrina ripped apart thousands of lives and left many homeless. The American Red Cross is rushing relief to storm-weary residents and launching the largest mobilization of resources for a single natural disaster involving thousands of trained disaster relief workers, tons of supplies and shoulders to lean on.

 I always believe that a budget speaks of the collective values of the nation. So I can't understand why the president submits a budget to the Congress that ultimately does tremendous damage to education. From Head Start to special education, from vocational programs to college aid, this budget slashes the investments that are needed to help children prepare to compete in this global economy.

 This area is just one more example of the failures of executive agencies tasked with disaster relief in responding to this greatest natural disaster ever to confront our nation,

 I am sure Indian civil society will step forward and contribute to the relief and rehabilitation effort. I appeal to every concerned citizen of our Republic to donate generously to the Prime Minister's National Relief Fund to help us help those in need

 The Senate has acted to provide the funds necessary to continue federal relief efforts. The Senate will likely adopt other emergency appropriations measures as needed to meet future needs as reliable estimates are developed.

 Natural disaster is caused by the sin in the world. The acts of God are what happens afterwards ... all the good that happens.

 The problem will be finding floor time, especially in the Senate, where Supreme Court nominations, appropriations bills, (budget) reconciliation, and post-Katrina/Rita measures leave little time for anything else, ... Steroids are likely to carry over to next year.

 Any time there is a natural disaster, FEMA is trotted out as an example of how well government programs work. In reality, by using taxpayer dollars to provide disaster relief and subsidized insurance, FEMA itself encourages Americans to build in disaster-prone areas and makes the rest of us pick up the tab for those risky decisions. Americans should not be forced to pay the cost of rebuilding oceanfront summer homes.

 Individual states, international agencies including the United Nations and its programs, civil society and the private sector, must redouble efforts towards the realization of human rights worldwide, including rights to disaster-preparedness and disaster response.

 This budget may be the first sign that we're about to get a prime minister who acts on climate change instead of just talking about it. Many of these measures will make the difference if properly implemented.
