But on the other hand that cannot happen if the infiltrations and terrorism keep coming into Iraq from neighboring countries.

 Did it cross the mind of anybody at Foggy Bottom (State Department), in negotiating this deal with India, to get an absolute commitment that India would be with us, or if it couldn't get that, at least an absolute commitment that it would abstain on this upcoming issue (at IAEA)?

 We believe that's the best way, and that commitment hasn't changed. We recognize that we must get a consensual agreement if we are to get out of bankruptcy, and we've made significant changes and movement in our position to try to demonstrate that commitment.

 What we need is not more inspections, what we need is not more immediate access, ... What we need is immediate, active, unconditional, full cooperation on the part of Iraq. What we need is for Iraq to disarm.

 We'll look at the letter, but that's all it is. Iraq has no choice but to comply with the resolution's terms. Iraq's letter is one of the requirements. The next ones are full disclosure and active cooperation with the inspectors.

 A Syrian delegation came to Iraq two months ago, ... They promised to take steps, but so far we didn't get any response. There is no cooperation from the Syrian side in preventing the insurgents from coming into Iraq.

 The game is only just afoot. And there is yet more to come and there have been some hints of both good cooperation but also some inconsistencies that demonstrate, I think, that the road ahead is somewhat bumpy.

 The adoption of a commitment on ending cooperation with this or that state in some sphere lies exclusively in the competence of the UN Security Council. Up to now, the Security Council has taken no decision on ending cooperation with Iran in nuclear energy.

 He wants to demonstrate his appreciation for the cooperation and support these countries gave in the face of some very difficult circumstances over the last few months. And he wants to do that personally.
