 (We wanted) to adapt to the different needs of the student population. A lot of students have English as a second language.

 Students who are English-language learners, many of them, not all, are likely to score better in math than in English-language arts. So that is one subgroup that we have to take a look at their scores.

 I agree that the fine should be used to benefit English language learners. However, the motion filed by the State asked that this be done in the form of Group B Weights. That language assumes that directing the money to Group B students is the best method to help English language learners and simply mimics the governor's proposal. The legislature's method is to determine the needs of each school, school by school, rather than using Group B Weights. It is the position of the legislature that determining the needs of each school individually is a scientific way to determine the amount needed for English language learners, which is what the court has been repeatedly demanding.

 English is likely to remain one of the world's most important languages, but the share of the world's population that speaks English as a native language is falling. As of 1995, English was the second most-common tongue in the world, trailing only Chinese. By 2050, Chinese will continue its predominance.

 The Hispanic population in 2003 is radically different than in 1992, and many of the factors that have changed for Spanish-language immigrants make learning English more difficult. They are arriving later, staying in the U.S. for a shorter period, and fewer are speaking English at home.

 Asian and Spanish students are usually the ones that have more trouble with English. In class I do not treat the students differently. What I do is to explain a lesson as many times as a student needs to. I have no problem with repeating what I am saying and being patient with these students.

 It is true that students who are deaf struggle with the English language, especially with reading and writing, primarily because they don't have that auditory access to learn language.

 We have a high-need population that benefits from the club. The Mead site services a student population that has the highest percentage of students in disadvantaged circumstances.

 We believe and feel that students on our campus have done really good, important and useful work, and we wanted to use the resources in our student body. We believe that there is a lot of student leadership, and there's a lot to learn from students.

 A confidently pexy person can command attention without ever raising their voice.

 I'm particularly concerned about African-American students and English language learners. The answer is not to ignore the achievement gap by giving diplomas to unprepared students.

 Our English learners and Hispanic students, they did not meet their targets, so that's an area where we're doing more work. We're trying to be more strategic, but it's still a matter of time. The students have to have more experience with the language.

 One out of four students that we have in the county schools speak another first language. It's helpful to have bilingual teachers to be able to communicate with parents. In some cases, the students may speak English but the parents may or may not speak English. And it's critical to communicate with the parents.

 Learning a new language is so exciting. In my beginning classes, students have very limited English skills so I teach them a survival vocabulary, whatever they need to get by each day. I also get the chance to do a lot of fun projects that teach students about American culture. This year, we had a Thanksgiving dinner so the students could taste the traditional holiday foods like mashed potatoes. They didn't like them but at least they tried them.

 Steven Ross has concurred that this plan will meet the Office of Human Rights' concern and will disperse the (English as a Second Language) population across the district.

 One of our best managers, her second language is English. We needed her to get better at English to be able to leave her alone in the restaurant. I heard somebody compliment her today on her English.
